Have you considered Visual Studio Code / PlatformIO?
I admit that I have not been involved with mbed development for more than a year and that I did not take last year survey.
Recently I was involved in a project based on ESP32 and I coincidentally came across Visual Studio Code / PlatformIO. I was impressed with its capabilities , especially searching available supporting libraries and keeping them up to date with ease.
So my question is have you considered Visual Studio Code / PlatformIO instead of Eclipse? Maybe it's already too late?

PlatformIO requires payment if you want to do debugging.
See my comments on Eclispe and Visual Studio Code in an answer to another question. https://os.mbed.com/questions/80356/Nooo-Eclipse-Really/

And not only VSCode. PlatformIO supports 11 IDEs. Atom, Visual Studio, CLion, Eclipse and more... I don't know why you'd want to develop and recruit beta-testers for a Eclipse+GDB+openOCD thing when there are already better Eco-systems out there, like PIO.
