Enabled starting miniAP mode from SpwfSAInterface

I've added SpwfSAInterface::start_access_point() to configure the X_NUCLEO_IDW01M1 to miniAP mode allowing configuration of channel and supported operational data rates. A small test project demonstrates this working: https://developer.mbed.org/users/scsims/code/X_NUCLEO_IDW01M1_AP_Test/
