Why won't 8x20mm small dc motor not spin with the stspin240 board?

Using the code provided by ST to run the program on the expansion board, I can get a 6V dc motor spin on 2S 7.4V Lipo battery. However, I cannot get a small quadcopter dc motor rated for up to 4.5V to spin on a 1S 3.7V Lipo battery. I even tried the 7.4V battery on the small motors and get no movement. I can see the LEDs stepping through each of the cases but the motors remain motionless.

I have tried a few different PWM frequencies without success. I am sure I have the right motor and battery combo that fits the minimums of the STSPIN240 datasheet, so what else could be the problem?

Question relating to:

Does the 4.5v rated motor spin if connected directly with the 3.7v Lipo battery ? Do not recommend to use a higher voltage than rated by the manufacturer but first confirm the motor is able to spin without the stspin240 board.

The small motor spins just fine on a different motor driver IC.
