where is the misc.h ?
If you talk about misc.h file, where among other functions was control of NVIC and Systick, it's no longer on the mbed.
When the STM-specific library, part of mbed been done on STM HAL.
Now these functions are in mbed library, for example, in the file targets/cmsis/TARGET_STM/TARGET_STM32F4/stm32f4xx_hal_cortex.h
