Ethernet Auto Negotiate question

Can anyone tell me if I call Ethernet::set_link(AutoNegotiate), does it force a re-negotiation if the link is already established?

I believe it does. It certainly tells the PHY to, but I am not 100% sure what the PHY does internally.
