What is IC1 on the diagram.  Is this the USB interface that is not needed?

IC1 is the Power, clock etc interfaces of the LPC1768.

What is the IC can it be purchased??

It's the same LPC1768 chip, it was just split in several parts to make schematics less cluttered.
