The only way I've found to publish an updated library is from the context menu of the compiler.

I then have to re-enter the description and tags, which gets a bit tedious.

Is there a better way to do this?

You are not missing anything. There will certainly be a better way to do this soon, but for now you are right; it "forgets" the details and you need to re-enter them. We're just finalising a compiler update that will really improve the workflow and publishing for programs and libraries, and this includes the description and tags being persistent so this problem will no longer exist.
