Added an EddystoneURLConfig Service

Added an EddystoneURLConfigService in addition to UriBeaconConfigService. Updated README and converted comments that used UriBeacon to EddystoneURL in the EddystoneService.h

1. Updated locking mechanism to pass Validator 2. lockedState is now represented in params.lockedState and is placed in permanent storage. 3. A lock of all zeros is no longer an unlock state, and in fact is a valid key.

The workflow for the BLE_API originates in github and then is pushed to mbed.org, can you please submit your pull request against the library here : https://github.com/ARMmbed/ble
