PLL value Calculation function.

Parameters:
[in]InClock: Input clock frequency [MHz]
[in]OuClock: Output clock frequency [MHz]
[in]Lvds: The LVDS output interface is used (=1) or not (=0)
[out]result: pll_parameter_t
