I am new to this platform and I am wondering is there is a way to use mbed to program TI's CC3200

The CC3200 has TI's cortex M4 embedded, so the answer is no, as it is not supported by mbed.

If you want to use your mbed module with a CC3200 like product, you may want to consider the CC3100 which is the radio only.

How about the WiPy on kickstarter? it's a ultra low power Python based development kit for the CC3200 and also breadboard compatible. Maybe that can help you. And it's all open source. https://www.kickstarter.com/projects/wipy/the-wipy-the-internet-of-things-taken-to-the-next/description
Checkout this link if you like the Arduino IDE http://energia.nu/
