How can insert a new board frdm-kl27z ?

Porting the library is not the problem, most of this will be similar to existing 'KL' targets. the problem is the interface firmware, that's not too much of an issue, but you will need a full licence of Keil including middleware to do it. Shed load of money comes to mind. There may be another way, perhaps someone else may know how to do this.
Personally NXP (Freescale) and MBED should make the effort or at least help someone who actually produces the MBED library at no cost to anyone. But then, just how many platforms are needed.
