Bug? -- Scrollbar disabled in first edit window opened

I'm using Chrome version 40.0.2214.111 m and IE 11.0.9600.17501. In the first edit window I bring up after launching the compiler the scroll bar is disabled and the mouse scroll wheel does not work. I can, however, navigate using the arrow keys, but no other way. If I close that window and bring up another, or if I resize the browser window the scroll bar appears and everything works. It behaves the same in Chrome and IE.

Is this a bug or a problem with my browser configuration?

Same problem here in Chrome. This used to work fine. The bug does not show in IE9.

This issue should be now fixed for all browsers. Please let me know if that's not the case.
