Sending data without observe

Hi,

I read in this document https://www.omaspecworks.org/wp-content/uploads/2018/10/Whitepaper-11.1.18.pdf

" LwM2M 1.1 also supports devices to simply send the data without observing requests."

But i seam to be unable to find any further information about how to do this?
