no DevEUI used when "OTAA 1"

Hello My prototype is not working with Personalization when set "#define OVER_THE_AIR_ACTIVATION 0" I have noticed that DevEUI is not used when OTAA is defined 0 and Personalization used. Is it a problem ? What should be changed more then "OTAA 0" to run Personalization ?
