Clarifying What Happens Upon Client -> Server Connection

I'm getting my AWS Ubuntu server ready for collecting data from my FRDM board. I'm trying to get a setup going like in the tutorial here using tornado and an HTML page. Should I be able to navigate to the page on my desktop and get the same results (green connection lights, all that) from connecting using an mbed board?

And is all the "Client Side" section supposed to be code that is put into the mbed board and executed?
