Can pins D0 and D1 be used as digital input/output?

Pins D0 and D1 are not connected by default. The port pins PA_2 and PA_3 are reserved for the serial port connection to the host PC. Those pins are therefore connected to the STLink interface part of the nucleo board. You could reconnect PA_2 and PA_3 to D0 and D1, disconnect the STLink interface board and then use the pins for Digital I/O. Obviously you will then loose the serial port to the host. Checkout the schematic for the jumper bridges that you need to connect and disconnect to make this possible.
