There might be an issue with the firmware. Can you try going through the steps here: https://developer.mbed.org/handbook/Firmware-LPCXpresso824-MAX

Also, be sure to install the Windows mbed Serial Driver: https://developer.mbed.org/handbook/Windows-serial-configuration
