switchon/ off Vout
A simple question, maybe a stupid one: Is there a way to switch on/off VOut?

No, the Vout pin his connected to a voltage regulator that you can not control. The only option to switch the power on/off to an external device is by adding an external transistor, fet or relay and controlling that through a portpin.
