Is there an errata for the LPC17xx user manual?

You mean just the errata sheet? First result: http://www.nxp.com/documents/errata_sheet/ES_LPC176X.pdf
If you mean specifically the user manual, I think the one here on the site is the latest one, there is somewhere in it a list of changes.
