Where is API Documentation Located?

When I download a library, I hardly ever see any documentation on the APIs for the library. It would be nice if when someone writes a library, that they provide some docs on how to use the library, what exactly it's for and some example. When I click on the "API Documentation" tab, it gives me a one liner for the class or file. For example, I find a library and it has 20 files, some .c and some .h. When I click on the API documentation tab, it says [code] next to each file. How do I use those files? How do I call any APIs? Maybe I don't know where to find it and it's already there, but can someone give me a hand?
