GCC export ONLY_CPP_FLAGS

I think the variable "ONLY_CPP_FLAGS" (and other CPP ones) should probably be renamed to ONLY_CXX_FLAGS - that's consistent with the usual use in Makefiles. CXX is for c++, CPP is for the C preprocessor (C or C++).
