Is DIPDAP-LPC11U35 support all cortex device?
as title can it replace J-link or st-link?

It probably can support all devices - you would need to rebuild the binary.
I have only used it with an LPC1768 - and binaries were pre-built.
It does not have any debugging capability - it is a program loader only. It does not do things that the *-link's can do.
